The Below Market Rate (BMR) Housing Program is intended to increase the supply of affordable housing for households that have very-low, low, and moderate-incomes. BMR units are sold at an affordable price to provide opportunities for qualifying households as well as first time homebuyers to own quality homes in Pinole.
Annual Gross Household Income must fall within the following limits in order to qualify for BMR housing:

Previous BMR Units
In 2009, the Agency sold two single-family homes in the
"On Maiden Lane" subdivision to qualified moderate-income
households."
In 2011, the Agency sold three single-family homes in "Heritage Park" to qualified very low, low, and moderate income households.
Through the Below Market Rate Housing Program, these homes were offered at an affordable price to provide opportunities for moderate-income families as well as first-time homebuyers to own quality homes in Pinole.
